Contract Management Specialist at Government of Sindh

Skills

• Proficiency in Stata/R/Python
• Strong command of reproducible research practices, data governance, and QA/QC standards
• Strong analytical, organizational, and communication skills
• Proficiency in contract management software and tools
• Good analytical and communication skills
• Ability to communicate clearly in writing
• Solid understanding of quality models including ISO 27001 and CMMI is required
• Excellent command over SQL
• Familiarity in programming languages and frameworks such as Flutter, PHP (Laravel), MySQL
• Expertise in Java/kotlin, JavaScript (Next.js, React, Angular), and Python (Fast API)

Duties and Responsibilities:

• Conduct impact evaluations end-to-end, from design to dissemination, preferably in social protection
• Perform empirical research and publish findings
• Analyze data using econometric and statistical tools
• Provide expertise in causal inference and experimental designs
• Manage contract assignments
• Ensure compliance with contract law and procurement regulations
• Negotiate contracts and resolve disputes
• Work as a Quality Assurance specialist for large Software Systems infrastructure
• Develop and manage software applications
• Test web-based and mobile enterprise applications
