Financial Analyst / Specialist at Pakistan Railways

Skills

• Minimum 10 years of post-qualification experience in financial management
• Expertise in accounting, budgeting, and financial reporting
• Proficiency in loan disbursement processes
• Experience with ADB, World Bank, AIIB, IsDB, or other MDB-funded projects
• Practical experience in Withdrawal Applications (WAs) and SOEs
• Knowledge of ADB Loan Disbursement Handbook and Financial Management Guidelines
• Familiarity with Government Financial Rules, PSDP procedures, PIFRA/SAP, IPSAS/IFRS
• Proficiency in ERP-based financial systems
• Advanced MS Excel and financial modeling skills
• Experience on large infrastructure, railway, transport, or CPEC-related projects is an added advantage
• Excellent analytical and problem-solving abilities
• Strong communication and interpersonal skills

Duties and Responsibilities:

• Manage the financial operations of the Project Implementation Unit (PIU) for the CPECSP
• Prepare accurate and timely financial reports, budgets, and forecasts
• Oversee loan disbursement processes and ensure compliance with funding agency requirements
• Coordinate with internal and external stakeholders, including government ministries, financial institutions, and project management teams
• Ensure adherence to financial regulations, policies, and procedures
• Conduct financial analysis to support decision-making and project planning
• Maintain financial records and documentation in accordance with best practices
• Support the Team Leader/PD, PIU ML-1 in financial matters
• Liaise with the Finance Division, PR, and Member Finance office of Railways
• Assist in the preparation of audit reports and respond to audit queries
