Skills

• Doctorate of Veterinary Medicine (DVM) or equivalent recognized degree
• Master's or Ph.D.
• In Epidemiology, Veterinary Epidemiology, Public Health, or a related field
• MBA, Master in Project Management, or MPA is preferred
• Minimum of 15 years of professional experience in veterinary or public health
• Proven experience in managing and coordinating large-scale programs, particularly in animal or public health
• Knowledge of international animal health programs and standards
• Experience in disease surveillance, emergency preparedness, and response
• Willingness to travel extensively
• Proficiency in computer applications for data analysis and program management
• Knowledge of budgeting and financial management
• Ability to establish effective liaison with stakeholders and manage media
• Skill in developing and operationalizing communication and training strategies
• Experience in developing annual work plans and budgets
• Proficiency in ensuring efficient utilization of program funds
• Ability to produce and submit timely progress reports
• Experience in fostering linkages with provincial livestock authorities and district livestock officers
• Skill in establishing public-private sector interaction forums
• Ability to implement decisions of the PSC and recommendations of the TWG

Duties and Responsibilities:

• Establish sound management, supervision, and monitoring for program planning, coordination, reporting, financial management, M&E, and troubleshooting
• Capacitate the FPMU and PPMUs, including recruitment, account management, and efficient operation, involving provincial implementing partners
• Ensure availability of all resources for timely and smooth program activity implementation
• Develop effective liaison with stakeholders, manage media, and operationalize communication and training strategies for program awareness
• Lead the preparation of the annual work plan and budget (AWPB) and associated procurement plan, ensuring timely submission and approvals
• Ensure effective and efficient utilization of program funds according to the AWPB and procurement plan through close supervision and monitoring
• Ensure timely production and submission of progress and other reports to appropriate authorities
• Establish effective linkages, liaison, and networking with provincial/territorial livestock authorities and district livestock officers on relevant interventions
• Establish effective forums for public-private sector interaction and promotion of private sector linkages at provincial, territorial, and district levels
• Implement decisions of the PSC and recommendations of the TWG
• Perform any other duty and function relevant to the program or assigned
