The Ministry of Federal Education and Professional Training (M/o FE&PT) is seeking qualified individuals for consulting services under the ASPIRE program, funded by the World Bank. We are looking for a Consultant on Education Policy, Planning and Reforms and two Young Professional Officers (YPOs) to join our team in Islamabad. Skills

• Master's degree in education policy or public policy or related Social Sciences
• Minimum of 20 years of progressively responsible professional experience in public policy, education sector planning and reform, with substantial experience at national and sub-national levels in Pakistan
• Proven track record of managing or contributing to assignments funded or supported by multilateral and bilateral international development partners or donor agencies
• Experience in institutional capacity assessment and organizational strengthening in the education sector
• Experience in conducting or overseeing education-sector studies, assessments, evaluations and research
• Experience in leading teams and producing high-quality sector plans, policy documents, and evaluation or research reports
• Demonstrated experience of working with federal and all provinces in the education sector will be given preference
• At least 16 years of education from an HEC-recognized university in Social Sciences, Public Policy, or Development Studies; preference will be given to candidates holding higher degree in these disciplines
• At least 2 years of relevant experience in public sector education development programs, preferably including 1 year on a World Bank PforR education project
• Experience in field-based data collection and monitoring, including surveys, FGDs, interviews, and stakeholder consultations
• Experience in teacher training programs, digital learning platforms, curriculum review, and quality assurance of educational content implementation
• Experience in preparing or publishing education-related policy content, including policy briefs, reports, newsletters, or newspaper articles
• Exposure to inclusive education programming (e.g
• Out-of-School Children, Special Education, and Non-Formal Education) is preferred
• Experience supporting meetings, workshops, consultations, or stakeholder coordination will be an asset
• Excellent command of Microsoft Word, Excel, and PowerPoint; knowledge of R, STATA, and Canva will be an added advantage
• Bachelor's degree (minimum sixteen (16) years of education) in Business Administration, Public Administration, International Relations, Development Studies, Social Sciences, Project Management, Education, or another relevant discipline from a recognized institution
• Up to one (1) year of relevant professional experience, including internships, traineeships, or employment supporting project management, stakeholder engagement, partnerships, program support, business development, or related functions
• Experience supporting meetings, workshops, consultations, or stakeholder coordination will be an asset
• Experience working with government institutions, development partners, or donor supported projects will be considered an advantage

• Provide consulting services for the ASPIRE program
• Contribute to education policy analysis and development
• Assist in planning and implementing educational reforms
• Engage with stakeholders at various levels
• Conduct research and evaluations in the education sector
