Duties and Responsibilities:
- Manage and support the organization's workforce by providing commodities/goods/services at best values and standard level within stipulated time
- Ensure all Regulatory Compliance such as PPRA and other Corporation Policies are followed
- Align procurement activities with the organization's overall planned goals
- Thoroughly implement PPRA Rules and E-PADS
- Prepare, process, and evaluate tenders, including e-procurement
- Conduct vendor evaluation, monitoring, and performance management
- Manage pre-qualification of vendors and maintenance of pre-qualified vendor databases
- Develop and manage framework agreements
- Conduct procurement risk assessments
- Manage procurement of capital and revenue items
- Draft and review contracts
- Handle blacklisting and department cases in accordance with PPRA rules
- Manage official correspondence with PPRA authorities
- Ensure all procurement activities are carried out strictly in accordance with PPRA rules, procedures, and guidelines
- Maintain transparency, fairness, competitiveness, and accountability at all times
- Consolidate Regional and Zonal budget proposals
- Manage and supervise Regional and Zonal E-PADS processing
- Process Purchase Orders (POs) within delegated financial authority limits
- Handle centralized procurement and distribution of printing and stationery for Principal Office
- Ensure proper record keeping and documentation of procurement activities
