Duties and Responsibilities:
- Provide strategic and operational leadership for efficient functioning, management, and continuous improvement of all non-clinical services
- Plan, develop, manage, monitor, and continuously improve all non-clinical functions in support of clinical services and institutional objectives
- Promote efficient, effective, patient-centered, and responsive administrative systems
- Work in close coordination and collaboration with the Medical Director and other institutional stakeholders
- Ensure compliance with the MTI Act, Regulations, Rules, applicable laws, and accreditation requirements
- Implement and execute Board directives, strategic plans, institutional priorities, and performance targets
- Support the Board of Governors in achieving strategic objectives through effective planning, monitoring, reporting, and performance management
- Facilitate the development and implementation of institutional policies, procedures, and systems for effective hospital administration and operations
- Act as the Principal Accounting Officer, responsible for financial management and accountability
- Prepare and present annual budgets, business plans, operational plans, and periodic performance reports
- Ensure financial discipline, transparency, accountability, sound internal controls, and prudent utilization of institutional resources
- Oversee and manage administrative, procurement, human resources, engineering, maintenance, information technology, security, logistics, supply chain, and other support services
- Ensure the maintenance, development, safety, and optimal utilization of hospital infrastructure, equipment, utilities, and engineering services
- Supervise the development and performance of ancillary and support services, including pharmacy, nursing administration, materials management, communications, security, and other non-clinical services
- Establish and strengthen systems for quality improvement, operational efficiency, risk management, digital transformation, and institutional performance monitoring
- Develop and maintain effective working relationships with regulatory authorities, government departments, development partners, academic institutions, and other relevant stakeholders
