Essential Requirements:

• Minimum Graduation or equivalent from a local or international university/college.
• Minimum 08 years of relevant experience in Data Engineering, Database Administration, Data Analytics, Fintech, Telecom, Capital Markets, E-Commerce, IT, or Software Houses.
• Proven experience in implementing enterprise-wide data governance programs.
• Strong understanding of regulatory frameworks and data technologies.

Skills

• Strong ability to design and implement enterprise-wide data governance programs, with proven experience in policy development, enforcement, and monitoring frameworks
• Understanding of regulatory impacts impacting data usage, privacy, and governance, along with hands on expertise in data governance tools and technologies e.g
• (Informatica and / or Talend, etc.)
• Excellent communication and influencing skills to engage stakeholders while driving cultural change and fostering a data stewardship mindset across the organization
• Proficiency in building and designing ETL/ELT pipelines for real-time and batch processing of transactional and customer data
• Strong knowledge of banking regulations, SBP guidelines, KYC / AML, Outsourcing Framework, and Cloud Hosting requirements
• A clear understanding of the SBP regulatory frameworks includes: SME Financing, Agri Finance Prudential Regulations, Digital Lending Framework, Cloud Outsourcing & Data Privacy, KYC / AML / CFT requirements
• Strong knowledge of digital lending platforms, LOS, LMS, scoring engines, and decision workflows
• Data analytics skills (MIS, dashboards, portfolio segmentation, EWS reporting)
• Ability to drive multi-dimensional projects with tight deadlines
• Understanding of digital channels (mobile banking, WhatsApp banking, online applications, API-driven journeys)

Duties and Responsibilities:

• To define and execute the Bank's data engineering strategy, ensuring alignment with business objectives and digital transformation goals
• To develop and manage data pipelines using modern ETL (Extract, Transform, Load) frameworks and open source and off-the-shelf tools, like Informatica to ensure high-quality data integration across various sources
• To have the ability to lead the design, development, and implementation of scalable Big Data platforms and solutions (e.g., Oracle, MySQL, PostgreSQL, Hadoop, Spark, Kafka) in financial sector and / or in Telecom sector and / or consultancy industry will be preferred
• To oversee the migration or legacy systems to modern, Big Data architectures
• To have extensive experience in database query optimization and performance tuning across Oracle, PostgreSQL, MySQL, and SQL Server, ensuring low-latency, high-throughput data processing for mission-critical financial applications
• To build, mentor, and lead a high-performance engineering team, fostering a culture of innovation, collaboration, and continuous improvement
• To provide technical guidance and oversight to ensure the delivery of high-quality data solutions
• To work closely with business leaders, data scientists, and IT teams to understand data requirements and deliver solutions that meet business needs
• To act as a bridge between technical teams and non-technical stakeholders, translating complex data concepts into actionable insights
• To continuously optimize data systems for performance, scalability, and cost-efficiency
• To develop and enforce data quality standards to ensure the accuracy, consistency, and reliability of data across the organization
• To monitor and resolve data-related issues to maintain the integrity of the Bank's data assets
• To stay abreast of emerging trends and technologies in Big Data and data engineering
• To evaluate and recommend new tools, frameworks, and platforms to enhance the Bank's data capabilities
• To enable the development of advanced reporting and analytics solutions to support business intelligence and decision-making
• To oversee the development of analytics tools that leverage data pipelines to provide insights into customer behavior, operational efficiency, and key business metrics
• To perform any other assignment as assigned by supervisor(s)
