Skills

Duties and Responsibilities:

• Formulate, review, and update the Bank's Credit Policy and Credit Manual to ensure robust risk management frameworks and sound lending practices
• Develop and implement accessible agricultural credit policies and tailored delivery mechanisms to effectively serve the farming community
• Manage the annual account closing process with a specific focus on credit portfolio accuracy, provisioning, and compliance
• Prepare and submit the department's annual financial budget, estimates, manpower plans, and all required regulatory statements
• Review, address, and coordinate the resolution of all observations raised in internal and external audit reports pertaining to the credit department
• Supervise the performance of all credit schemes and products
• Authorize and issue instructional circulars and guidance letters to ensure consistent implementation and compliance by field staff
• Monitor and evaluate the performance of digital credit initiatives, including the E-Credit Scheme and PLRA Project operations
• This encompasses the online verification of loan documents, generation of land records (Fard), and the automated creation of charges across Punjab Province
• Foster and maintain effective liaison with key stakeholders, including Federal and Provincial Governments, the State Bank of Pakistan (SBP), Punjab Land Record Authority (PLRA), Punjab Information Technology Board (PITB), and other public/private organizations to enhance the efficiency of the credit delivery ecosystem
• Any other task assigned the management
• Prepare, implement, and monitor the Bank's annual credit plan
• This involves a comprehensive assessment of credit demand, regional performance, geographical potential, and absorption capacity, with a strategic focus on small farmer coverage, priority sectors, and poverty alleviation programs
• Analyze and monitor regional disbursement performance, providing targeted support and guidance to ensure the achievement of established disbursement targets
• Conduct ongoing monitoring and evaluation of all operational credit schemes to ensure alignment with strategic objectives and operational efficiency
• Manage the registration and approval of tractor manufacturers, suppliers, and models according to Bank policy, and disseminate the official list to all field offices
• Implement all agricultural lending policies and directives issued by the Board of Directors (BOD), State Bank of Pakistan (SBP), and Government of Pakistan (GOP)
• Address and resolve complaints, applications, and references received from the public and through official channels, including the Prime Minister's Secretariat, SBP, Federal Ministries, Provincial Departments, and the Ombudsman (Wafaqi Mohtasib)
• Prepare quarterly markup subsidy claims for the PM-Kissan Package – 2022 and submit them to the State Bank of Pakistan following thorough vetting by the audit division
• Monitor the collection and repayment performance for accounts within the 1-89 Days Past Due (DPD) bracket
• Ensure the timely dissemination of Collection Management Information System (MIS) reports at set frequencies to enable effective monitoring at all organizational levels
• Any other task assigned the management
