Skills
- Minimum of 16 years of education (Bachelor's degree) in Management Sciences or a relevant discipline
- At least five (5) years of relevant professional experience, including a minimum of two (2) years of hands-on experience in procurement functions
- Sound and in-depth knowledge of both donor procurement procedures and the Pakistan Public Procurement Regulatory Authority (PPRA) framework
- Strong knowledge of EPADS
- Proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint
- Excellent written and verbal communication skills in English, with the ability to prepare reports and presentations
- Demonstrated ability to supervise tasks and work effectively both independently and as part of a team
- Prior experience working with donor-funded projects and/or the public sector will be preferred
Duties and Responsibilities:
- Provide guidance and oversight for the overall implementation and performance of the ASPIRE program
- Ensure adherence to detailed qualification requirements, eligibility criteria, and the scope of services/Terms of Reference (TORs)
- Manage procurement processes in accordance with the Quality and Cost-Based Selection (QCBS) method, as outlined in the Public Procurement Regulatory Authority (PPRA) Procurement of Consultancy Services Regulations, 2010
- Coordinate with stakeholders to facilitate the Expression of Interest (EOI) submission process
- Supervise tasks and work effectively both independently and as part of a team
