Skills
- Hold a Master degree/Post graduate qualification (having at least 16 years of education) in a major relevant discipline (e.g., procurement, law, business administration, supply chain management, economics, engineering/IT or any other related field from a reputable local or foreign institution)
- A diploma degree in the field of procurement management from reputable local or foreign institution shall be preferred
- Having a minimum of total experience of fifteen (15) years post desired qualification and ten (10) years of experience in procurement practices, with background of procurement of consulting services and goods
- Having a minimum verifiable experience of three (3) years as a Procurement Specialist/Expert/Manager or equivalent in a government organization/entity or donor agencies/development banks etc
- Excellent knowledge of relevant rules and legislation of PPRA, international financial institutions and donor agencies
- Sound knowledge of ADB/WB Procurement/CMS and STEP activities Guidelines, Policy and Regulations, as well as related instructions, procedures and reporting requirements
- Proven ability to work in a collaborative, team environment
- Should have excellent command on MS office suite
- Familiarity with Government structures, operations, and procedures
- Should have hands-on experience and expertise on E-Procurement – e-PADS, STEP and electronic domain for procurements
